Job Announcement

Reston Community Center (RCC) serves the approximately 63,000 people and the businesses of Reston by providing leisure-time experiences that enrich lives and build community. The RCC Executive Director serves as chief administrative officer of RCC, a Fairfax County special tax district agency established by a Memorandum of Understanding between the Fairfax County Board of Supervisors and the Governing Board of Reston Community Center.

This agency director inspires and leads all aspects of operations from strategic visioning and goal setting to resource management, staff development, and technology and data systems. The director is committed to diversity, equity, and inclusion. Under the administrative direction of the policies established by the Governing Board and the supervision of the Governing Board Chair and the Fairfax County Executive, the executive director plans, organizes and administers the facilities, programs and services of RCC and performs related work as required.

Duties include:
Board/Community Relationships

  • Works closely with the Board Chair and Committee Chairs and staff to fulfill the mission of the organization. Reports to the Governing Board through its Board Chair or delegate.
  • Assists Governing Board with the development of strategic objectives and ensures ongoing compliance with all regulatory and legal standards, the agency's mission, Board's policies, MOU, and RCC's strategic plan.
  • Provides the Governing Board with relevant and current information for its consideration regarding governance decisions.
  • Acts as liaison to the local community by developing and maintaining strong, positive relationships with local public and private agencies and organizations. Works with Reston and Fairfax County civic and community organizations to coordinate activities and to maintain positive, productive relationships. Also serves as liaison with County, State and Federal officials.
  • Oversees logistics of the annual preference poll to select Governing Board members and transition of Governing Board Members, as well as acknowledging their significant volunteer service.
Personnel
  • Selects, trains, and directs the work of professional and volunteer staff carrying out all phases of the center's operations, including cultural, educational, social and recreational programs and services, and maintaining its facilities.
  • Oversees development of and adherence to effective performance measures for programs and staff.
  • Assures continuity of decision making and the staff's work and focus from year-to year, including understanding the legacy of the community's founding principles and history of RCC, its unique relationship with Fairfax County, and its Mission, Vision, and Values.
Budget/Financial Oversight
  • Develops budgets for approval by the Governing Board. Develops and maintains funding sources consistent with Governing Board and county policy. Directs preparation of financial reports to the Governing Board, county and other entities as required.
  • Identifies opportunities for expansion of facilities and their usage and oversees capital projects and improvements. Acts as liaison with Governing Board, local officials and County staff on matters pertaining to capital replacement and capital improvements.
Communications
  • Serves as public spokesperson for all aspects of RCC programs, services and operations including print and broadcast media.
  • Provides strong and clear communications through established written reports to the Governing Board, in addition to verbal reports and discussions at the regular Board and Committee meetings.
  • Supervises marketing and public relations activities including the agency website, publications, social media, and all communications to the general public in conjunction with the agency communications team and Board of Governors.

Illustrative Duties

  • Selects, trains, and directs the work of professional and volunteer staff carrying out all phases of the Center's cultural, educational, social, and recreational programs and services, and operating and maintaining its facilities.
  • Develops a strong organizational culture and promotes transparency and collaboration throughout the organization.
  • Addresses Human Resources issues and creates a safe and motivational work environment, through proactive conflict management and mentoring, to enhance employee satisfaction and productivity.
  • Develops and maintains working relationships with the Governing Board of Reston Community Center.
  • Develops and maintains working relationships with local public and private agencies and community organizations.
  • Serves as the liaison to County, State, and Federal officials.
  • Develops and maintains funding resources consistent with Governing Board and County policies.
  • Supervises the preparation and review of the annual RCC budget for approval by the Governing Board.
  • Directs the preparation of reports to the Governing Board, County, and other entities as required.
  • Provides leadership, quality assurance, and excellence in events, programs, and services.
Required Knowledge Skills and Abilities

  • Knowledge of the principles and practices of public recreation.
  • Ability to plan and administer cultural, recreational, leisure-time and educational programs.
  • Ability to balance the demands and constraints of RCC and County governing boards.
  • Ability to work effectively with people of diverse backgrounds, resident groups and other County agencies.
  • Ability to plan and implement a long-range financial resource system.
  • Ability to communicate effectively, both orally and in writing.
  • Excellent conflict management and de-escalation skills.
  • Strong change management skills.
Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in arts administration, recreation administration, or a closely related field; plus five years of progressively responsible supervisory experience administering diversified recreational and/or cultural programs, preferably in a large recreational or cultural facility. A master's degree may be substituted for one year of the required experience.

CERTIFICATES AND LICENSES REQUIRED:
The following must be obtained within 90 days of employment:

  • CPR
  • First Aid
  • AED
PREFERRED QUALIFICATIONS:
  • Strong leadership skills with the ability to foster a healthy organization culture that encourages teamwork and collaboration.
  • Strong understanding of governance and experience reporting to or working closely with a Governing Board.
  • Demonstrated success and experience in recreation operations, planning and programming for all ages and population types.
  • Experience in implementing public sector diversity, equity and inclusion and sustainability initiatives.
  • Ability to identify and mitigate risk in operations.
  • Experience with budget development and management.
  • Ability to oversee a robust communications and marketing strategy.
  • Experience overseeing capital projects and improvements.
  • Knowledge of Microsoft Office (Word, Excel, Outlook, etc.).
  • Knowledge of virtual meeting and conferencing platforms.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, credit check, and Child Protective Services check.
This position requires frequent evening meetings and occasional weekend and holiday work.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, visual acuity is required to read data on computer monitor; incumbent must be able to operate keyboard driven equipment. May require lifting to 15 pounds. All duties performed with or without reasonable accommodations.
