The Building Design and Construction Division is an award-winning organization responsible for implementing all major building, renovation and major capital renewal projects identified in the Fairfax County Capital Improvement Program, including fire stations, libraries, courts, police stations, office buildings, maintenance facilities, parking structures, human services facilities and other major infrastructure and public-private partnership projects.

The project manager is responsible for the following:
  • Performs all aspects of project management including design consultant and construction contractor procurement, with responsibility to ensure safety, quality, timely delivery, and cost effectiveness of assigned projects.
  • Must be able to read, understand, and edit construction plans, specifications, codes, and guidelines for construction.
  • Routinely drives County vehicle to jobsites to ensure construction QC and conformance to construction documents.
  • Ensures compliance with design and CPM schedule progress, milestones, and sequence of work.
  • Coordinates all aspects of projects close-out activities, including but not limited to, punch list, training, O&M/As-builts, bond/permit release, final completion, and end of warranty inspections.
  • Stays abreast of technical codes, safety regulations, and industry guidelines.
  • Candidates must have excellent writing, presenting, and verbal communication skills.
  • Has the lead role in customer service interface, stakeholder and community coordination, and associated project status reporting.
  • Provides technical and quality control reviews during all phases of design, and coordinates to ensure performance of all required regulatory and quality control inspections during construction.
  • Plays a role in managing procurement and coordinating the pre-construction services for projects. This position may also play a role in coordinating the division's strategy and performance related to sustainability and energy efficiency. Attends appropriate safety training and promotes a culture of safety on construction sites as well as within an office setting. Complies with CAP's safety program and guidelines.
  • Overall management of project planning, design and permitting phases for larger scale projects with emphasis on professional services procurement and contract management and overall management of project schedule, budget, design quality, value engineering, sustainability, and customer interface; and/or to Serve as construction manager responsible for overall construction contract procurement and management for larger scale projects with emphasis on contractor coordination, safety, schedule management, change order negotiation, inspections, pay requests, and project closeout.
This position may currently telework 3 days per week after an introductory period. Candidates must note that Telework is subject to change in accordance with updates to the applicable Fairfax County policies. Such policy changes may increase, decrease, or eliminate teleworking privileges.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus four years of progressively responsible professional experience in the appropriate engineering field. 

CERTIFICATES AND LICENSES REQUIRED:

  • A valid driver's license. 
  • Possession of a valid Virginia Professional Engineer or Architect license. 
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

Please note that if the selected candidate is licensed in another state, they will be required to obtain a Virginia PE or RA license through the reciprocity process within twelve (12) months of the award letter date as a condition of employment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
  1. At least four years of project management experience on various scale projects ranging from small interior renovations to upwards of 50,000 SF of new build. Experience includes planning, scope, budget development, site assessment, coordinating land acquisition, consultant selection, negotiations, contract management, design, quality control, and construction administration.
  2. Management experience with the approval and permitting phases of the development process, including land use and entitlement process to ensure approvals are in line with county proprietary and regulatory requirements.
  3. At least two years of experience of local, federal, and state building and site development codes.
  4. Experience with financial and budgetary planning at the project level.
  5. Information technology skills including use of Microsoft Office software such as Word, Excel, PowerPoint, and Project.
PHYSICAL REQUIREMENTS:
Ability to hear and properly respond to typical construction alarms and verbal warnings on active construction sites. Ability to lift 40 pounds with assistance. Ability to produce organized and legible handwritten, typed/computer generated documents including the use of graphics. Able to safely climb construction ladders up to 25 feet in height and able to go up and down stairs for multi-story buildings. Must be able to physically negotiate rough terrain and typical construction sites to perform field inspections at project construction sites or potential sites for future facilities. All duties performed with or without reasonable accommodations.

BONUS ELIGIBILITY:
Positions within this classification that are general merit may be eligible for a one-time hiring incentive bonus for new county employees only. This bonus program requires a signed payback agreement between the department and employee.
